Top Hughes Staffer Chosen by Governor-Elect to be Budget Secretary
I am excited to report that one of my top staff members, Randy Albright, has been selected by Governor-elect Tom Wolf to be the Budget Secretary of the Commonwealth of Pennsylvania. Randy is currently the Executive Director of the Senate Democratic Appropriations Committee.
A proud graduate of Penn State University, Randy has worked for the Pennsylvania Senate for nearly 30 years. During that time, he has provided invaluable advice to Senators on the key fiscal matters facing Pennsylvania.

Statement from Governor-Elect Tom Wolf:
“Governor-elect Tom Wolf today announced that he chosen Randy Albright, who has served as the Democrats' executive director of the Pennsylvania Senate Appropriations Committee since 2009, to be his secretary of the Office of the Budget.
Pennsylvania has an estimated budget deficit of at least $2 billion and an economy that ranks last in job growth," said Governor-elect Tom Wolf. "Randy Albright is a proven budget and policy expert.
He provided the analysis that enabled us to understand months ago what has now become painfully evident: we are in a perilous fiscal situation, and budgets crafted over the last several years were irresponsible at best. We need Randy's unparalleled insight as we try to right our fiscal ship.”

“Governor-elect Tom Wolf has made a great choice in selecting Randy Albright to be the next Budget Secretary of the Commonwealth of Pennsylvania. Randy has been the executive director of the Democratic Senate Appropriations Committee since 2009 and a Senate staffer since 1986. He is also a proud graduate of Penn State University with a bachelor’s degree in Political Science and master’s degree in Public Administration.
His long history of public service makes him the perfect pick for this difficult position. During Randy’s time in the Pennsylvania Senate, he has provided me and many other Senators with invaluable advice about the state budget, appropriations process, and other important fiscal matters related to the Commonwealth of Pennsylvania.
Randy is also well-known in the Capitol for his intellect and work ethic. He is deeply committed to public service and the idea that government can make a positive difference in the lives of ordinary people. Randy also has a knack for developing creative solutions to pressing public policy challenges.
His expertise in these matters will be sorely missed by the Senate Democratic caucus. I have no doubt these skills will come in handy for Governor-elect Wolf as he navigates a $2 billion budget deficit. He will be missed as he transitions into this new role.”
